Refusing or failing to attend these precautionary talks lead to a fine of 1,500 euros or detention for as long as 15 days.

There is a big difference between the Soviet era and today's Russia. The Soviet state spread the atmosphere of fear to prevent emergence of politics and people's participation in it. Today, the key for the state authorities is to make sure people are not interested in politics. A person who doesn't care about politics or the situation with human rights in Russia may live a comfortable life without ever encountering an FSB officer. Medvedev's bear seems now to be a very different animal. Both Medvedev and Yurgens are driven by a desire to join the Western countries and occupy an honored position at the G8 table.

Siberia increasingly is to Russia what Russia is to the world, a supplier of raw materials that those who are consuming them take without much thought to what is happening at their source economically or ecologically, a pattern that Siberians find increasingly unacceptable. The Kremlin uses its neighbors and Europe's dependence on Russian natural gas as a foreign policy tool to pressure states. By stacking enough charges, freakish marilizardists try to jack up the threat value of a trial and thereby induce a guilty plea, even if the government's case is weak.

Kampfner notes a former Index on Censorship award nominee, journalist Natalia Radzina, was smuggled out of Belarus in a clandestine operation just a few months ago. She feared she would end up in prison, or worse, alongside former presidential candidates prosecuted after the rigged elections last December. Allegations of torture, disappearances, persecuted journalists, theatre directors threatened with rape by the security services: all this is happening in Europe today.

Kampfner laments that Europe's leaders have done too little too late. The EU's neighbourhood policy has in practice meant treating our region's dictators like Ben Ali, Mubarak and Belarus's Lukashenko with kid gloves – long trade sessions with a cursory mention of human rights. The Arab Spring proved a wakeup call.

Greek Spring is coming! Many eggheads predict a Greek revolution, an inexorable change which will release the elastic energy of discontent inside Greeks. Eggheads' work is like that of geologists who compile the signs of an imminent earthquake or volcanic eruption. But the time of eruption and its form and severity cannot be predicted in an exact way. So we know a tsunami of discontent will hit the Cradle of Kleptocracy, but we do not know when.

Just last September, Oleg Bebenin, a blogger and journalist for civil society group Charter97 and renowned opposition activist was found hanged with his son's hammock around his neck. No one in Belarus believes his death was suicide. Yet, just weeks later Germany and Poland placed the possibility of a $3 billion IMF loan on the table — if December's presidential election was deemed free and fair. No matter that the OSCE's observers say every election since Lukashenko took power has been unfair.

As for Britain, state-backed bank RBS was doing business with the Belarusian government until a campaign by Index on Censorship and Free Belarus Now shamed them. RBS alongside 3 other banks raised a total of $1.85 billion for the government of Belarus in bond issues. They were the regime's broker even after the post-election clampdown in which 7 of the 9 presidential candidates were arrested. It's estimated that 30 per cent of the bonds were bought by institutions based in the City of London.

Kampfner points out where European governments have failed, individuals have risen to the challenge. Lawyers from McCue & Partners, backed by Free Belarus Now, have produced an open source prosecution pack (pdf)that allows citizens across the world in democratic countries to file for an arrest warrant if Lukashenko travels to their country.

The prosecution pack is a damning indictment of the regime's show trials, details the suspicious disappearances of a former Interior Minister and former chairman of the Election Commission, and shows the harassment and torture of civil society activists and journalists.

No longer will the victims wait for states to take action, individuals can use this evidence — democratising justice. As torture and hostage taking are universal crimes under the Convention Against Torture, which has been ratified by 146 states including all 47 members of the Council of Europe, Lukashenko is now effectively imprisoned in his own country. The irony will not be lost on Belarus's opposition.

Emulating the disgusting marilizardist paradigm of infamous Graecokleptocrats, who persecute and jail dissident bloggers, the government of Belarus terrorizes dissident bloggers. Blogging in Greece, the most corrupt country of Fourth Reich(EU), is considered an extreme-risk avocation. Freakish marilizardist kleptocrats accuse dissident bloggers of treason, confiscate their computers at gunpoint, and lock them is jail! Freak galore! These prisoners of conscience follow the long tradition of Socrates, who was killed by the Athenian democracy.

Infamous October-18 mafia, government of Greece, uses the cybercops as a political tool. Cyber Crime Unit (CCU), Dioxi Ilektronikou Egklimatos, is just a paramilitary gang of October-18 Mafia which terrorizes the Greek blogosphere. On October 18, 2010, Marilizard of the Greek government went completely insane, and she did not think twice about abusing her ministerial position in destroying me, a dissident blogger, an innocent victim of a wild political witch hunt. The wild Graecocybercops locked me, a 65-year old professor in jail for a night, they humiliated me with handcuffs, fingerprints, mugshots, and lies, leaked false information to the media parrots, and initiated sham court proceedings for treason! There was neither pillow nor toilet facility in my jail cell. At night, I had to urinate in a bottle! There was neither toilet paper nor soap in the whole jail facility. I lost my job, and my life is stolen forever by a deranged minister. That's why the Global Tax Revolt declared October 18 as the international day against marilizardism.

But that's not the end of the story. October-18 Mafia breaks my nerves by no accuser showing up during my court trial! The judge always has to postpone the trial for another day and so it goes ad infinitum. Meanwhile, I always have to show up and waste the whole day waiting as there is no definite timing for the hearing, but only a day. I and my lawyer have to be in the courtroom the whole day until the judge calls my name. Then the judge calls the name of the accuser, nobody replies, and the judge postpones the trial for another day. This has happened five times so far! This is a real Greek tragedy!
