[WaterForum] Water Risk Analysis Work

I am wondering how much of a market there might be for someone who would analyze water and waste water systems (the infrastructure) to determine the likely failure rates. And then relate the failure rates to insurance coverage or financial capital/reserve requirements. The aim might be to put real dollar values to the deterioration of public infrastructure like the roadways and bridges that are frequently mentioned in the press.

Another area of work might be to analyze the risks to these systems both as physical and biological systems and the risks to the public in terms of environmental health risks - risk of contamination or deterioration from any one of a number of sources.

I have heard about the Risk Analysis and Management for Projects (RAMP) process and a Health Impact Assessment (HIA) process, but need to study these more.

Perhaps the main thrust of these activities would be to quantify risks in financial terms or to prepare reports similar to environmental assessments.

Are these activities currently carried out? If so, by what profession?

If not, is there enough of a market? What sort of training should I pursue - environmental engineering, systems engineering, actuary, economics, public health risk analysis, or ?
