In my Tort class look what law I found still on the books for KY:
Kentucky Law states that a person witnessing a felony must take affirmative
steps to prevent it, if possible. (Gill v. Commonwealth, 235 KY 351 (1930).
Kentucky citizens are permitted to kill fleeing felons while making a
citizen's arrest (Kentucky Criminal Code § 37; S 43, §44.)
Checked their Criminal Code and it hasn't be repealed or amended!

People are always blaming their circumstances for what they are. I don't
believe in circumstances. The people who get on in this world are the people
who get up and look for the circumstances they want, and, if they can't find
them, make them. - George Bernard Shaw
