[WaterForum] ONLY IN SPANISH: Regional Conference "Building Commitment, Efficiency andEquity for Water Supply and Sanitation Services in Latin America and theCaribbean"

 

Dear colleagues,

I am glad to inform you that we are organizing a Regional Conference
"Building Commitment, Efficiency and Equity for Water Supply and
Sanitation Services in Latin America and the Caribbean", to be held at
ECLAC Headquarters, in Santiago, Chile, from 15 to 16 March 2011. The
working language will be Spanish only (simultaneous translation will not
be available).

The objective of this event will be to present, analyze and discuss
lessons of our research and technical advisory assistance (2008-2010)
(please find attached a summary in Spanish at the end of this message),
that will form the basis of the document of policy guidelines that will
synthesise state-of-the-art public policies for economically efficient,
socially equitable and environmentally sustainable provision of water
supply and sanitation services.

The debates will focus on the following main issues:
- benefits (and costs) that good (bad) service provision imply for the
society;
- efficiency and public model of service provision;
- information and indicators for efficient regulation, control,
supervision and management;
- economic regulation and contracts with private and public service
provides;
- industrial structure for efficient service provision (economies of
scale, aggregation, etc.);
- implications of globalization (investment protection treaties, human
right to water, etc.);
- public policies for service provision for rural population; and,
- institutional structure and financial sustainability.
