Our power has often been unstable as well. We live in the midst of deep coal mines. Even though they have their own generators, they are still hooked to the general grid and occasionally shut our electric down because of their draws.
We keep several oil lamps on hand, and 5gal of kero to burn in them. On our main table in the living room, I can place a mirror behind the lamp to increase the light it puts out.
We have several MagLites and extra batteries. Actually, every family member has a C-or D-cell MagLite. For the smaller members of the family, Playskool flashlights are in order (until they are big enough to use flashlights & sharp knives as tools instead of toys!).
We keep 5 gal buckets around to get water from the pond to flush toilets during power outages. We also keep several gallons of purchased water in the cellar for drinking/cooking.
Our cellar is also our emergency shelter, so I keep emergency blankets & candles there. That is also where I store our camping equipment, so it is already there in case we need it. Of course, I also store our food in the cellar!
