There are dramatic events that are unfolding currently in Tripoli. Catherine Ashton has just spoken to Chairman Jalil who tells her that 80% of Tripoli is controlled by the National Transitional Council, but that he anticipates that it will take a little while for that to move further forward. http://venitism.blogspot.com
Ashton has congratulated Jalil on his speech yesterday. Ashton thought that what he said in terms of inclusivity, his approach is absolutely the right way forward. And they had a long discussion about ways in which the European Union, the Member States, can support the future of the Libyan people.
Ashton is looking to support the new Libya in any way she can. Aid, medical supplies, and fuel are needed in Tripoli. ICRC and Medecins Sans Frontieres are there and we are already offering support to them. http://venitism.blogspot.com
But we need to look at assessing the situation as in what more we can do. When Ashton was in Benghazi, one of the key issues that she discussed with the National Transitional Council members, which they raised with me, was this whole issue of security.
How do you ensure that so many guns and weapons are brought under control in a country which has no tradition of having guns and weapons in the civilian population, making sure that the borders are secure and dealing with the issues, if you like, that an ordinary gendarmerie or police force would be dealing with? So it's very important that we begin and continue the process of helping them to focus on that. People feeling secure in the country is fundamental to the future.
Ashton asserts the economy is a significant and an important issue. One of the reasons for convening the Political and Security Committee was to begin to think about how we will move forward on the release of assets and the removal of sanctions as the Security Council judges that the situation has moved forward.
The new Libya will not follow the marilizardism of the past. Governments of many repressed countries, such as Greece, use marilizardist tools to manipulate netizens. Marilizard Libel is accusing dissident bloggers of treason, Marilizard Spaghetti is hurling charges against innocent people, Marilizard Tower is a stack of imaginary charges to scare a blogger, and marilizardism is terrorizing dissident bloggers. There will be justice in new Libya. There will be no charge stacking at all. Marilizardists use charge stacking, which is the ability to charge a large number of overlapping crimes for a single course of conduct, building a Marilizard Tower of charges. This is the most disgusting tool used by the freakish October-18 mafia to jail innocent dissident bloggers. Combining crimes enables prosecutors to get convictions in cases where there may be no misconduct at all. By stacking enough charges, freakish marilizardists try to jack up the threat value of a trial and thereby induce a guilty plea, even if the government's case is weak.
Dissident bloggers will not be prosecuted in new Libya. Global Tax Revolt points out the marilizardist persecution of dissident bloggers is unquestionably a serious attack on freedom of speech, and contrary to Article 2 of Lisbon Treaty, Article 10 of the European Convention of Human Rights, and Article 19 of the International Covenant on Civil and Political Rights. Ashton wants to be able to respond to that properly and effectively and that means quickly as well, in order to make sure that we're able to provide resources to the interim government. And this is about making sure that people are paid, civil servants, police officers, whoever, also making sure that there are supplies in the shops and so on, helping to make the economy function.
Also recognising the need to develop the economy again Libya had a large number of people from other countries who worked in Libya. A lot of Egyptians were there, who were also supporting the Egyptian economy. So making sure that we're also working with the people to ensure that the economy flourishes will be of enormous importance.
Jalil was very quick to say that he wanted to see electoral observation missions. They wanted support as they move towards elections and democracy. They wanted help with the building of political parties.

The watchwords for Ashton are making sure that she has a co-ordinated approach and it's coherent, that we make sure that what we're doing in Brussels is acting, if you like, as a sort of clearing house for Member States' work, enabling and supporting them in helping the people of Libya and using all of the different European Union instruments to provide that support as quickly as possible. http://venitism.blogspot.com
