Some countries also believe more stringent action can be taken against profligate eurozone members without changing the charter. The financial crisis underscores the difficulty of having a monetary union without true fiscal union. Given the limited budget authority of the European institutions, they are not yet in a position to respond effectively to such a crisis. Compounding this problem, PIGS take risky fiscal decisions and free ride on the backs of North Fourth Reich.

Merkozy would like to see Fourth Reich have the right to interfere in national budgets in extreme cases where eurozone stability is put at risk. Under Merkozy's proposals, the Fourth Reich Commission would also play a stronger role in monitoring budgets.

When the federal government exercises a particularly dangerous power not delegated to it, the countries must refuse to allow its enforcement within their borders. We have to secede now from Fourth Reich, because we might not be able to do it later. Do not forget what happened to CSA. The Confederate States of America (CSA), 1861-1865, was a confederation of eleven Southern states that had declared their secession from USA. But USA rejected this justified secession as illegal, and used military action to defeat CSA.
