Jed,
A synthetic pesticide called Anvil® was prayed in Central Park and the Upper West side in NYC this past August. It was sprayed to combat mosquitos that may carry West Nile. I am not sure exactly what chemicals are in Anvil or what threat the pesticide would have on amphibians or other fauna, but an internet search on the product may produce something.
