Hi Kathy,

To my knowledge, you do NOT need any Federal approval, unless you were
working on a federally listed spp. (no such amhibian spp. in Mass.) or on
Federal land.

You do need a Massachusetts DFW Scientifc Collecting Permit, you can
download it at:
