I believe Bryan is correct regarding the federal requirements, and he nailed it on the head with the state requirements (thanks Bryan!). As someone who reviews some of the state permits, I encourage you to submit your completed application as soon as possible (if you plan to begin work this spring). The approval process can take some time, especially when we encounter a bottleneck of applications only a few weeks before the salamander migrations.
