The European Commission today launched an antidumping stupid investigation into imports of solar panels and their key components (i.e. solar cells and solar wafers) originating in China. EU Pro Sun, an industry association, claimed in its complaint lodged on 25 July 2012 that solar panels and their key components imported from China enter the European market at prices below market value. That's good! I love Chinese dumping!

The global recession has hit the solar energy industry hard, decreasing demand that in turn has lowered prices for solar products. While the bankruptcy of California-based solar panel maker Solyndra has dominated headlines, the global difficulties of the industry have not gotten as much attention. In terms of import value affected, this is the most stupid antidumping complaint the European Commission has received so far: in 2011, China exported solar panels and their key components worth around €21 billion to the EU. China is dumping solar products in Occident. Costs of solar panels will continue to drop over the coming decade. If they decline by a factor of four, the panels will become competitive with energy produced by all other fuels. I love Chinese dumping!

The investigation will take 15 months in total, whereas it is possible according to trade defence rules to impose stupid provisional antidumping duties within 9 months, provided there is sufficient prima facie evidence of dumping.

China has Henry-Forded USA with respect to solar panels. With the automobile and internal combustion engine, Ford took others' inventions and perfected a way to make the automobile plentiful and affordable through his assembly lines. China today is taking advances made elsewhere in solar cell technology and becoming a world leader in solar panel production. In USA, investment into clean energy as a percentage of overall sales is far below that in other industries, 0.3 percent compared with 18 percent for the pharmaceutical industry, for example.

The Commission is legally obliged to open an antidumping stupid investigation if it receives a valid complaint from a Union industry which provides evidence that exporting producers from one or more countries are dumping a particular product into the EU and causing injury to the Union industry. http://venitism.blogspot.com

Such an antidumping stupid complaint was lodged on 25 July by EU Pro Sun, an ad hoc association representing more than 20 European companies producing solar panels and their key components. Their collective output represents more than 25% of Union production and the producers opposing the complaint do not represent more Union production than companies supporting the complaint. Both elements are legal requirements under the EU's stupid antidumping Regulation for an investigation to be initiated.

Like Ford, some American entrepreneurs are innovators in clean energy, not through new technology but through their business models. One such company is Arizona-based Simply Solar. Realizing that solar-panel financing and purchase is dizzyingly complex, with not only different types of panels that can be installed, but also with an array of government tax credits, Simply Solar offers to rent homeowners panels at a guaranteed cost below their current electricity rates, leaving all the installation and financing headaches to the company. After adopting that model, the company saw monthly sales rise to what they previously were in a year.

The complainant has brought stupid elements showing possible price dumping by the exporting producers on the EU market, injury suffered by the Union industry, and a stupid causal link between the dumped imports and the injury suffered by the Union industry. Hence, the stupid Commission has found that there is sufficient prima facie evidence to warrant the opening of an investigation. Let Barroso take a ride....I love Chinese dumping!

The product covered by the stupid investigation is solar panels and their key components, i.e. solar cells and solar wafers. In order to produce a solar panel, solar wafers are converted into cells and then cells are assembled together into modules, i.e. panels. Some producers have integrated production covering all three segments, while others produce only wafers, cells and modules. http://venitism.blogspot.com
