Hey Tim,
Matthew Mattingly at UMass Amherst might be a good resource for you for this. We have been working with him to use maps in combination with Google Docs to have E.coli data on the CT River mapped and available pretty much as soon as the data is placed in Google Docs. He's got the framework in place and it works pretty well.
